Ralph de la Vega, CEO of AT&T, is contradicting the rumor that the company is planning to charge heavy users, but will offer incentives to customers that lessen usage instead. The network plans to extend its free WiFi coverage and it is testing wider femtocell coverage.

Meanwhile, the negative ad movement led by Verizon, blowing up AT&T’s 3G network coverage, has also been unfavorable to the AT&T’s public relations, especially after a federal judge turned down AT&T’s request for a public injunction.
